Vice President of Research and Director of the Pell Institute, Council for Opportunity in Education

Terry Vaughan III is the Vice President of Research and the Director of the Pell Institute at the Council for Opportunity in Education (COE). In collaboration with COE senior leadership, he oversees the mission, policies, and financial health of the Pell Institute to produce and disseminate equity-minded higher education research to practitioners, researchers, and policymakers. Before joining COE, he served as the Associate Director of DePaul University’s Center for Access and Attainment, where he managed the day-to-day operations of the university’s Arnold Mitchem Fellows Program and coordinated undergraduate research programs and services in collaboration with the institution’s pre-college and TRIO programs. Terry received his BA (Philosophy) from DePaul University and his MA/Ph.D. (Educational Policy Studies) from the University of Illinois at Urbana-Champaign. His research focuses on developing equitable career pathways for first-generation college students and students from low-income backgrounds.
